Effingham Arrest to Court Records
After an Effingham County jail arrest, the first record is the jail booking record held by the Sheriff's Office. The next public record may be a criminal case handled by the Effingham County Circuit Clerk and prosecuted by the Effingham County State's Attorney. The State's Attorney page lists Aaron C. Jones as the county prosecutor, and the FAQ explains that law enforcement investigates while the State's Attorney prosecutes cases presented by law enforcement.
The local flow is direct: arrest, booking, first appearance or release decision, prosecutor review, formal charging document, court case, hearings, and disposition. A booking charge may not match the final court charge. A case can be amended, reduced, dismissed, resolved by plea, or set for hearing. That is why court records after a jail arrest should be checked through the court search even when the jail confirms custody.

Effingham County uses Judici as the practical online court-search channel. The county entry is Judici Effingham County, and the direct case-search URL is Judici case search for court IL025015J. During research, the live case-search page displayed a CAPTCHA, so searches may require verification before results appear.

Effingham Circuit Clerk Records
The Circuit Clerk is the contact point when the online court search is incomplete, CAPTCHA-limited, or when older files, payments, or transcripts are needed. The main Circuit Clerk page lists Tammy Kreke as Circuit Clerk, phone 217-342-4065, email circuitclerkinfo@effinghamcountyil.gov, and mailing address PO Box 586, 120 W. Jefferson Ave., Suite 101, Effingham, IL 62401. The criminal-court page covers misdemeanors, felonies, DUI, contempt, conservation violations, local ordinance violations, and juvenile matters.
The criminal-court page says transcript requests should be emailed with the case number, hearing date, and phone number. For payments, it lists pay location number 1826 and says users need the case or citation number, payment amount, and credit or debit card. The clerk cannot give legal advice, so questions about how a case should be handled belong with legal counsel.

Effingham Warrants After Arrest
The Sheriff's Office does not publish an official active-warrant database in the sources reviewed. Warrant questions route to the Warrants Clerk at 217-342-8469 or the sheriff non-emergency number at 217-342-2101, Option 1. The sheriff page lists warrants among maintained records, so a FOIA request may also be appropriate when a record copy is needed.
Judici and the Circuit Clerk can show case events tied to a bench warrant, failure to appear, bond forfeiture, recall, or quash order. VINE is not a warrant database. A person can have a warrant without showing as currently held in VINE, and a person can be held on more than one matter after arrest.

FOIA for Arrest Records
The jail booking record remains with the Sheriff's Office even after the court case opens. For arrest reports, inmate/detainee reports, booking details, warrant records, or custody transfer information, use sheriff FOIA at foia@effinghamcountyil.gov or mail the FOIA Officer at 101 N. 4th Street, Suite 101, Effingham, IL 62401. Illinois FOIA 5 ILCS 140/2.15 requires listed arrest information within 72 hours, including photograph when available, but exemptions may apply.
Use a narrow request. Include the person's name, arrest date and time, location, report number if known, incident type, court case number if known, and the exact record sought. Statewide Court Access Limits
re:SearchIL is the statewide court-record repository connected with eFileIL. Illinois Courts also announced free remote public access to reviewing-court documents effective May 1, 2025. That statewide update does not replace local Effingham County trial-level criminal-case searches through Judici and the Circuit Clerk. For a fresh jail arrest, start local first. Use statewide tools only when the record type or court level calls for them.
The Effingham County Circuit Clerk IL app and its Google Play counterpart are mobile court-clerk communication channels. The research did not verify a sheriff app, warrant lookup, or jail roster feature in those app listings.
