Effingham County Jail Roster Search
The official Effingham County Jail page routes inmate inquiries to VINE rather than to a county-hosted roster. No official Effingham County, Illinois recent-bookings list, full jail roster page, or mugshot roster was located. VINE is useful for custody status and notification, but it should not be treated as the whole jail file. It does not replace a sheriff booking record, court case, warrant file, bond record, or prosecutor filing.
For current custody, use Illinois VINE or the linked VINE state-selection entry. If the person was just arrested and does not appear, call Jail and Booking at 217-342-3866. A new arrest may still be in intake, the person may have bonded out, a city or other agency may be involved, or the name may be spelled differently from the search term.
| Search Field | Type | Notes |
|---|---|---|
| State | Selection | Select Illinois if VINE opens at the state-selection page. |
| Name / offender search | Text | Use the full legal name and try alternate spellings. |
| Facility / location filters | Filter | Live options may vary by VINE interface. |
| Register for notification | Action | Available for custody-status updates where VINE supports it. |
| Search | Button | Runs the custody-status lookup. |
Use Effingham County Custody Search
A careful Effingham County inmate records search moves through each official channel in order. That prevents a common error: assuming a missing VINE result means no arrest, no warrant, or no court case. Each system answers a different question.
- Open the county jail page and follow the inmate inquiry route to VINE.
- Select Illinois and search by name. Use exact spelling first, then known variants.
- Confirm whether the result is a current custody status, notification option, release, or transfer signal.
- Call Jail and Booking at 217-342-3866 if the arrest is recent or the result is unclear.
- Submit a sheriff FOIA request for booking records, arrest reports, custody receipt or discharge details, or a photo when available.
- Search Judici and the Circuit Clerk after charges are filed in court.
- Use IDOC, BOP, or ICE only when the custody type has moved out of ordinary county jail custody.
The VINE mobile app can help with custody-change notices. The Effingham County Circuit Clerk IL app is relevant to court-clerk communication, but the research did not verify a sheriff app, app-only jail roster, warrant search, or most-wanted feature for Effingham County, Illinois.
The Illinois VINE screenshot comes from the official custody-status system linked by the county jail page: Illinois VINE custody search.
Because VINE is a status and notification tool, Effingham County jail records still may require phone contact or a sheriff FOIA request for booking-level detail.
Effingham County Inmate Record Fields
Effingham County's official sources do not show a sample county roster profile. The record fields below come from the sheriff's maintained record categories, Illinois FOIA 5 ILCS 140/2.15, and IDOC inspection notes confirming booking and admission procedures. They describe what may be available through a jail or FOIA record, not what VINE is guaranteed to display.
| Field | What It Shows |
|---|---|
| Name | Person arrested or detained. |
| Age and address | Arrest-report identifying information, subject to lawful limits. |
| Photograph | Booking photo when available under Illinois FOIA. |
| Charges | Booking or arrest charges before or during prosecutor review. |
| Arrest time and location | When and where the arrest occurred. |
| Arresting agency | Agency that made the arrest or transport. |
| Custody receipt, discharge, transfer | Whether the person was booked, released, discharged, or transferred. |
| Bond status | Release payment or hold information when available from jail or court records. |
Booking and court terms can overlap, so the wording matters. An arrest charge is the law-enforcement charge used at booking. A court charge is the formal charge filed by complaint, information, indictment, or amendment. A conviction exists only after a plea, verdict, and judgment. The jail record may show custody facts before the court case has a final outcome.
Request Effingham Booking Records
The Effingham County Sheriff's Office is the practical records route when VINE does not provide the needed jail inmate record. The sheriff page says FOIA requests may be emailed to foia@effinghamcountyil.gov or mailed to Effingham County Sheriff's Office, Attn: FOIA Officer, 101 N. 4th Street, Suite 101, Effingham, IL 62401. A request should clearly identify the record. Helpful details include report number, incident date and time, location, incident type, involved names, court case number if known, and any investigating deputy name.
| FOIA Item | County Detail |
|---|---|
| Inspection | No charge for record inspection. |
| Copies | First 50 pages no charge; 15 cents per page after 50 pages. |
| CD/DVD | 75 cents. |
| Certified mail | Actual cost. |
| Normal response timing | Illinois FOIA timing applies, generally 5 business days unless lawfully extended. |
Ask for the specific record. For example, request the arrest report, inmate/detainee report, booking information, custody receipt or discharge, transfer information, warrant record, or booking photograph when available. Illinois FOIA allows exemptions, so a request may be narrowed, delayed, or denied for a lawful reason.
Effingham Jail Booking Intake
A person arrested in Effingham County may be brought to the Effingham County Jail for booking. The IDOC inspection confirms admission procedures that include identity verification, search and property handling, photographing, fingerprinting, medical and mental-health screening, and booking or personal records. The county page adds local property rules. Personal property is seized, inventoried, and secured. Property release requires inmate and recipient signatures, clothing generally may not be released, and Link Cards are not released.
Medical and mental-health screening are supported by Advanced Correctional Healthcare, Inc., with additional mental-health services through Lawrence County Health Department and Heartland Human Services. Medication may be dropped off at the Sheriff's Office, but it must be in the original container and the prescription must be current. For IDOC-transfer inmates, property is held for 30 days and mailed at inmate or family expense only Monday-Friday, 8:00 a.m.-4:00 p.m.

Effingham Visitation and Jail Services
Effingham County uses vendor-supported services for visits, phones, commissary, and deposits. CIDNET handles video visitation. Stellar Services and JailATM are named for commissary and deposits. Combined Public Communications and InmateSales are named for phone accounts. GovPayNOW or AllPaid is named for credit-card bond payments, but the jail says to call first for the information needed to post bond.
| Service | Provider or Detail | County Notes |
|---|---|---|
| Remote video visits | CIDNET | Schedule through CIDNET; visits are 15 minutes and scheduled 48 hours ahead. |
| Local kiosk visits | Sheriff's Office visitation room | Tuesday and Saturday, 9:00 a.m.-11:00 a.m. and 1:00 p.m.-4:00 p.m. |
| Commissary deposits | JailATM and Stellar Services | County page does not publish a fee table. |
| Phone accounts | InmateSales / CPC | Account portal for phone services. |
| Credit-card bond | GovPayNOW / AllPaid | Call jail first; county states a 7% credit-card charge. |
For bond, confirm release eligibility first. A no-bond order, warrant hold, detainer, parole or probation matter, ICE hold, or federal issue can keep a person in custody even when a local payment is made.
When Effingham Search Changes
Effingham County inmate records leave the local jail path when the person is sentenced, moved, or held by a different authority. Use IDOC for sentenced state-prison custody. Use the BOP locator for federal inmates from 1982 forward. Use ICE ODLS for immigration custody. Use the Circuit Clerk and Judici for formal court records after charges are filed.
The county and state split is especially important for families checking after sentencing. Effingham County's jail page has a special visit rule for people sentenced to IDOC but still waiting at the jail for transport. Once the move occurs, county phone, commissary, and visit vendors no longer control the person's state custody record.
Note: A BlueHorse result labeled Effingham County Jail was excluded because live data resolved to Effingham County, Georgia, not Illinois.
The Effingham County Jail page gives facility-specific lookup, visitation, bond, and service details for the local jail. For booking photos, use the Effingham County jail mugshots page because the county does not publish a public mugshot gallery.
